New Delhi, April 18 (). Defense Minister Rajnath Singh on Tuesday approved a proposal to bring in industry-friendly reforms relating to Authority Holding Sealed Particulars (AHSP).
The AHSP is the authority responsible for generating, maintaining, updating or declaring the entire history and technical know-how of defense products obsolete.
According to the Defense Ministry, till now the Directorate General of Quality Assurance (DGQA) was the AHSP for most of the defense items designed, developed and manufactured by various DPSUs and private industries.
A Defense Ministry official said that under the current process, some constraints were experienced by the industry in bringing timely improvements in its products and technologies in line with the changing times. Therefore, the Ministry has now decided to liberalize the AHSP procedures and make them industry friendly.
The ministry said that Indian defense companies, which have developed products, systems, sub-systems and components on their indigenous capabilities (excluding critical stores), will now be required to own and account for their final design and specification as AHSPs. will be allowed.
A simplified mechanism representing all relevant stakeholders including industry will take a decision in case of any change in the sealed details. DGQA will notify the detailed procedure in this regard within two months.
