Congress President Mallikarjun Kharge has called a meeting of party leaders on May 29 to discuss whether the party needs to support Delhi Chief Minister Arvind Kejriwal on the ordinance issue. The meeting has been called in view of the request of Kejriwal, who has sought the support of Kharge and former party chief Rahul Gandhi on the ordinance issue.

On Monday night, Congress general secretary (organisation) KC Venugopal said the Congress party has not taken any decision on the issue of the ordinance brought against the Supreme Court verdict on Delhi government’s powers to appoint officers. The party will hold consultations with its state units and other like-minded parties. The party believes in the rule of law and at the same time does not condone unnecessary confrontation, political witch-hunt and campaigns based on falsehood of any kind against political opponents.
Several Congress leaders from Delhi and Punjab have opposed supporting Kejriwal on the issue. Senior Congress leaders like Ajay Maken, Sandeep Dikshit and Sukhjinder Singh Randhawa have already said that the party should not support AAP.
Kejriwal has already met Bihar Chief Minister and Janata Dal (U) leader Nitish Kumar along with his deputy and Rashtriya Janata Dal (RJD) leader Tejashwi Yadav on May 21. Both the leaders have declared their support to AAP on the ordinance issue.
On Tuesday, Kejriwal traveled to West Bengal to meet his counterpart and Trinamool Congress supremo Mamata Banerjee and seek her support. Banerjee also announced her support to the AAP leader.
The AAP leaders also traveled to Maharashtra and met former chief minister and Shiv Sena leader Uddhav Thackeray and NCP supremo Sharad Pawar. Both the leaders have also extended their support to Kejriwal’s party.
Kejriwal will visit Hyderabad on Saturday to seek Bharat Rashtra Samithi leader and Telangana Chief Minister K Chandrasekhar Rao’s support on the issue.
Kejriwal had last week urged the opposition parties not to allow the passage of the bill on the ordinance for the people of Delhi in the Rajya Sabha.
The central government has brought an ordinance to set up a permanent authority to be known as the National Capital Civil Services Authority. It will be headed by the Chief Minister of Delhi, who will make recommendations to the LG of Delhi regarding matters relating to transfer postings, vigilance and other relevant matters along with the Chief Secretary of Delhi, Principal Secretary (Home), Delhi. However, in case of difference of opinion, the decision of LG will be final.
Earlier on May 11, a five-judge Constitution bench of the Supreme Court ruled that it is ideal to hold that a democratically elected Delhi government should have control over its officials and that the LG should be in control of everything except the police and land. He is bound by the advice of the elected government. The apex court asserted that if the government is not able to control and hold the officers in its service to account, then its responsibility towards the legislature as well as the public falls short.
The ordinance came after the apex court gave Delhi government control over service matters, including transfer and posting of officers.
