New Delhi: The Election Commission of India (ECI) has reported notable advancements in Phase II of the Special Intensive Revision (SIR) 2025, with 98.98% of Enumeration Forms (EFs) distributed across 12 states and Union Territories. According to the Daily Bulletin released at 3 p.m. on Saturday, the national EF distribution has reached 98.98%, indicative of effective mobilization by Booth Level Officers (BLOs) and involvement from Booth Level Agents (BLAs). During the current enumeration period, which spans from November 4 to December 4, a total of 50.45 crore EFs have been distributed from the pool of 50.97 crore eligible electors. However, digitisation remains behind distribution, with 17.05 crore forms digitised so far, resulting in an overall digitisation rate of 33.45%.
Goa and Lakshadweep have achieved a perfect 100% EF distribution, followed closely by Andaman and Nicobar at 99.98%, Madhya Pradesh at 99.81%, West Bengal at 99.74%, and Gujarat at 99.65%. Uttar Pradesh, the largest state by electorate size, has attained a distribution rate of 99.58%, covering over 15.37 crore electors. Puducherry (95.15%), Tamil Nadu (95.78%), and Kerala (97.15%) reported the lowest EF distribution rates. In terms of digitisation, Lakshadweep leads with 77.30%, followed by Goa at 65.39% and Rajasthan at 60.54%. Kerala has the lowest digitisation progress at just 10.58%, with Uttar Pradesh at 14.12%. The ECI has urged recognized political parties to appoint more Booth Level Agents to expedite verification and digitisation.
The ECI press note clarified that figures from Rajasthan exclude the Anta Assembly constituency due to a deferred revision related to a by-election. The ECI will continue to issue scheduled bulletins as the revision process approaches its December 4 deadline.
