Coaching Centers Under Strict Regulation: Government Introduces a Game-Changing Bill for Student Safety

In a major move, the Rajasthan government has decided to regulate coaching centers to curb rising student stress and prevent irregularities in their operations. In a crucial cabinet meeting led by Chief Minister Bhajanlal Sharma, the Rajasthan Coaching Institute Controlled and Regulation Bill 2025 was approved. The government aims to pass this bill in the ongoing budget session of the assembly.

Coaching Centers to Face Stricter Rules – No More Unchecked Operations!

As per the bill, all coaching centers with 50 or more students must register legally. Additionally, the Rajasthan Coaching Institute Controlled and Regulation Authority will be formed, headed by the Principal Secretary of the Higher Education Department.

To monitor coaching centers and support students, the government will launch a state-level portal and a dedicated counseling helpline. After this bill becomes law, coaching centers will be prohibited from charging excessive fees, and they must provide a stress-free learning environment while focusing on students’ mental well-being.

Big Relief for Students – Coaching Fee Refunds Now Mandatory!

In a student-friendly move, the bill mandates that students leaving a coaching center mid-term will be entitled to a fee refund.

Violation of Rules? Expect Tough Punishments!

The government is set to crack down on coaching centers that fail to follow the new regulations. Parliamentary Affairs Minister Jogaram Patel emphasized that any coaching center violating the law could face license cancellation, heavy penalties, or even land seizure under the Land Revenue Act.

New Skill Development Policy to Boost Employment

The cabinet has also approved a new skill development policy aimed at enhancing youth employment opportunities. Under this policy, students will receive industry-focused skill training to improve their job prospects. All ITI institutions will be modernized, and Model Career Centers will be established at divisional headquarters to provide career counseling, internships, and job opportunities.

The cabinet also sanctioned the Equal Opportunity Policy 2024 for Persons with Disabilities. This policy ensures that all government offices and institutions will be equipped with accessible infrastructure to facilitate movement for differently-abled individuals. Additionally, disabled government employees will be exempt from rotational transfers, and a special liaison officer will be appointed to oversee their recruitment and employment records.

Major Relief for Government Employees – Gratuity Limit Increased

The government has also increased the maximum limit for retirement and death gratuity from ₹20 lakh to ₹25 lakh, benefiting thousands of government employees.
