On September 23, Chief Minister Yogi Adityanath inaugurated Mission Shakti 5 and instructed the establishment of Mission Shakti centres in every police station throughout Uttar Pradesh. The aim is to create a secure environment for daughters and women in the state, promoting empowerment and self-reliance. In response, the UP DGP issued directives to district police officials for setting up these centres. The guidelines emphasize sensitivity, promptness, and priority in handling complaints from women, ensuring timely and quality resolution, as well as appropriate counselling and protection. The centres will operate similarly to police outposts, addressing cases of crimes against women.
DGP Rajeev Krishna noted that each centre will have one officer-in-charge or sub-inspector (preferably female), 1–4 additional sub-inspectors, 4–15 constables (with 50% being women), and 1–2 female home guards, along with counsellors as needed. Personnel will serve 3–5 years at each centre, with trained staff eligible for transfer. The guidelines mandate that station officers provide a separate room, computer, records, stationery, women’s toilet, and other essential resources for each centre. The centres will be responsible for creating duty rosters for the Women’s Help Desk, supervising Anti-Romeo Squads and Women Beat plans, maintaining records of FIRs and investigations, and coordinating with various support services for victims.
Designated officers are tasked with implementing the system and conducting regular inspections, with monthly action plans aligned with police headquarters directives. Centre heads must ensure sufficient resources, establish coordination with government departments, and enforce accountability. They will also organize self-defense classes and provide necessary psychological counselling for victims. The centres are expected to be operational within two weeks of their formal launch, with regular inspections and dissemination of contact information at the village level. Assistant Police Commissioners will oversee the implementation and performance of the centres within their circles. The Police Commissioner and other supervisors will ensure the establishment of all centres within two weeks and coordinate support services for victims.
Zonal ADGs will supervise operations across districts, ensuring all personnel complete mandatory training and certifications. The Women & Child Safety Organization will oversee the implementation of the Mission Shakti centres and conduct quarterly reviews to ensure operational effectiveness.
