PM Modi Launches Phase 1 of Navi Mumbai Airport Project

Prime Minister Narendra Modi inaugurated two significant transit projects totaling nearly $4 billion, signifying another achievement in his administration’s initiative to modernize infrastructure in the world’s most populous nation. Modi stated that these new connectivity projects would enhance the city’s role as a global center for growth and opportunity, while highlighting that India is investing in infrastructure to enhance the quality of life. The projects include the Navi Mumbai International Airport and the completion of the latest metro line, which connects southern and central Mumbai via the city’s first underground railway. Modi toured the Navi Mumbai International Airport alongside billionaire Gautam Adani and his son Jeet.

Developed by the Adani Group, this airport is India’s largest greenfield project under the Public Private Partnership (PPP) model and serves as the second international airport for the Mumbai Metropolitan Region. The coastal city, recognized as India’s financial hub, is undergoing a significant infrastructure overhaul, benefiting from substantial investments in logistics projects. Both union and state government expenditures are increasing, and infrastructure investment trusts, which allow individual investments in projects, are anticipated to grow in the upcoming years. The airport, designed to resemble a lotus—India’s national flower—will cover over 1,160 hectares in Navi Mumbai, a satellite city to the east of Mumbai.

It is expected to accommodate 90 million passengers annually and will be India’s first airport linked by a water taxi service. The new terminal aims to alleviate aviation congestion at the existing airport, which is constrained by adjacent slum areas, and is likely to stimulate real estate development in Navi Mumbai. Commercial flight operations are projected to commence in December, according to Arun Bansal, Chief Executive of Adani Airport Holdings Ltd, who noted that the airport will initially serve 20 million passengers per year and that the group plans to invest an additional Rs 300 billion in the airport’s second phase.

The final phase of Metro-3 will link the southern peninsula of the city with the northern suburbs, providing access to the existing airport and addressing severe overcrowding in the rail network and on congested roads. It will also connect to the Bandra Kurla Complex, Mumbai’s primary business district, where work has begun on the terminus for India’s first high-speed rail, which will link Mumbai to Ahmedabad. Modi additionally launched the Mumbai One app, which offers commuters various advantages, including integrated mobile ticketing across multiple public transport systems. He also inaugurated the Short-Term Employability Program (STEP) initiative from the Department of Skill, Employment, Entrepreneurship, and Innovation in Maharashtra.
