The Election Commission of India (ECI) reported on Saturday that substantial advancements have been made in Phase II of the Special Intensive Revision (SIR) of electoral rolls, with 95.44 percent of elector-specific Enumeration Forms (EFs) distributed across 12 States and Union Territories. This enumeration exercise commenced on November 4 and will continue until December 4, aiming to enhance the accuracy and inclusiveness of the electoral database in preparation for upcoming elections. According to the latest bulletin from the Election Commission, this phase covers a total of 50.09 crore electors, with 48.67 crore enumeration forms already distributed.
All 12 participating States and UTs have achieved 100 percent printing of Enumeration Forms, indicating what officials referred to as “robust preparedness and logistical efficiency.” Uttar Pradesh, the largest state with over 15.44 crore electors, has distributed 94.37 percent of its forms (14.57 crore), while Madhya Pradesh and Gujarat reported distribution rates of 98.38 percent (5.64 crore) and 98.58 percent (5.01 crore), respectively. Rajasthan, having printed 99.58 percent of its required forms, has successfully distributed 97.32 percent (5.34 crore). Southern states exhibited varied progress; Tamil Nadu has distributed just over 92 percent (5.90 crore) of its printed forms, while Kerala recorded a lower distribution rate of 87.54 percent (2.43 crore), despite complete printing compliance.
Among smaller UTs, Lakshadweep and Goa achieved nearly perfect distribution rates at 100 percent, while Puducherry stands at 93.8 percent. The Commission noted that the process is managed by 5.33 lakh Booth Level Officers (BLOs), aided by over 10.41 lakh Booth Level Agents (BLAs) appointed by recognized political parties. The ECI has encouraged political parties to appoint additional BLAs to ensure improved scrutiny and transparency during the door-to-door verification process.
