## Overview

The second phase of the Bihar elections begins on Monday, November 11, covering 122 constituencies across approximately 20 sections. A total of 1,302 candidates are contesting in this phase. ## By-elections Across India

Simultaneously, by-elections are occurring in various regions, including:
– Budgam in Jammu and Kashmir
– Nagrota in Jammu and Kashmir
– Anta in Rajasthan
– Ghatshila in Jharkhand
– Jubilee Hills in Telangana
– Tarn Taran in Punjab
– Dampa in Mizoram
– Nuapada in Odisha

## Voter Registration and Demographics

According to the Election Commission of India (ECI), voter registration in Bihar is facilitated at 45,399 polling centers, comprising 5,326 in urban areas and 40,073 in rural regions.

The majority of voters, approximately 2.28 crore, are aged between 30 and 60 years. Additionally, 7.69 lakh voters fall within the 18 to 19 age bracket, with female voters representing a significant portion, totaling 1.75 crore in these constituencies. ## Political Landscape

As Bihar approaches the final phase of voting, political leaders have intensified their outreach to the electorate. Congress chairman Mallikarjun Kharge has underscored the necessity for a governance system rooted in profitable growth, equality, and social justice. He criticized the Nitish Kumar-led National Democratic Alliance (NDA) government for fostering corruption and neglecting marginalized communities.

Rashtriya Janata Dal (RJD) leader Mrityunjay Tiwari expressed optimism about a surge in public support for Tejashwi Yadav and the Mahagathbandhan alliance, stating, “There is a rumbling of change taking place in Bihar. The second phase of the election will be a huge boost for Tejashwi Yadav and the Mahagathbandhan.”

Conversely, Janata Dal (United) leader Umesh Singh Kushwaha urged voters to back the “double-engine” government led by Nitish Kumar.
