Bihar's Bureaucracy Activates for NDA's Upcoming Cabinet

Patna: As the NDA prepares to regain power under Nitish Kumar, Bihar’s administrative machinery has entered an active phase. Various departments statewide are engaged in creating comprehensive briefing notes, PowerPoint presentations, and budget outlines for the ministers anticipated to assume office later this week. Senior officials have indicated that the chief secretary will soon hold an extensive review meeting to evaluate the readiness of all departments ahead of the new cabinet’s inauguration. Instructions from the cabinet secretariat have directed bureaucrats to develop four to five essential briefing points for the incoming ministers, concentrating on ongoing initiatives, financial situations, and the priorities highlighted during the NDA’s election campaign.

Departments have also been instructed to underscore urgent policy matters that will need prompt attention once the government takes office. Officials in the education, food and consumer protection, and labour resources sectors reported being tasked with compiling thorough lists of active schemes, pending proposals, and significant decisions pending approval. Various departments — such as planning and development, finance, rural works, health, panchayati raj, agriculture, energy, and science and technology — have been asked to provide updated evaluations of budget usage, project delays, and centrally sponsored schemes. Each department is required to submit its digital presentations in both soft copy and CD formats and deliver a consolidated report to the Chief Secretary’s Cell, ensuring consistency in the briefing materials for ministers.

A high-level review meeting involving additional chief secretaries, principal secretaries, and secretaries is set to take place at the Old Secretariat, where the preparations will undergo final examination.
