New Delhi, April 29 (). IAS officer G. Krishnaya’s wife has approached the Supreme Court against the premature release of former MP Anand Mohan Singh, G. Krishnaya was lynched to death in 1994 by a mob led by former Bihar MP Anand Mohan Singh.
The petition, filed by Uma Krishnaiah, wife of G Krishnaiah, argued that the death sentence should be strictly implemented as directed by the court by way of life imprisonment. The plea states that life sentence for the gangster-turned-politician amounts to imprisonment for the rest of his life.
Anand Mohan was released from Saharsa Jail on Thursday morning after the amendment in Bihar Jail Rules. Amid criticism over the release of Anand Mohan, Bihar Chief Minister Nitish Kumar claimed during a program on Friday evening that the decision was based on the Centre’s Model Prison Manual 2016.
Citing the book kept with him, Nitish Kumar said, this is the book of Model Jail Manual 2016. Please read this and tell me whether there is any provision that says if an IAS officer is killed, the guilty will have to be in jail for life?
There is no such law in any state of the country. So, we have removed it in Bihar. He (Anand Mohan) was serving jail sentence for more than 15 years. The decision was taken after intense discussion. Since 2017, 22 remission meetings have been held in Bihar and 696 prisoners have been released. Many prisoners were released on my recommendation on Republic Day, Independence Day and Mahatma Gandhi’s birth anniversary.
He also asked whether there is any difference in the law required by common people and government official. He said, though 27 prisoners have been released, why is it that only one person’s release is being opposed.
In 1994 Krishnaiah, the then District Magistrate of Gopalganj, who hailed from Telangana, was lynched by a mob when his vehicle tried to overtake the funeral procession of gangster Chhotan Shukla. The mob was allegedly instigated by Anand Mohan.
